How to Read a CE Certificate for a Beauty Device (and Spot One That Doesn't Cover Your Product)

EMC, LVD and RoHS explained for beauty device buyers, plus five checks to run on any certificate a supplier sends.

“Do you have CE?” is usually the first compliance question a buyer asks, and “yes” is often the least reliable answer. This guide explains what a CE document for a beauty device actually covers.

CE is a set of directives, not one certificate

For a typical electrical beauty device, CE marking usually involves:

  • EMC – 2014/30/EU. Electromagnetic compatibility. Household-appliance standards EN IEC 55014-1/-2, plus EN IEC 61000-3-2/-3 for mains-connected products.
  • LVD – 2014/35/EU. Electrical safety for products between 50–1000 V AC (for example mains hair dryers). The IEC/EN 60335 series is typical, such as IEC 60335-2-23 for skin and hair care appliances.
  • RoHS – 2011/65/EU. Restriction of hazardous substances, tested to the IEC 62321 series.
  • Radio equipment (RED) if the device has Wi-Fi or Bluetooth, which replaces EMC/LVD for that product.

For most of these directives, the manufacturer or brand owner issues an EU Declaration of Conformity. The “certificates” many labs issue are attestations based on test reports. They are useful evidence, but they are not a notified-body approval.

Five checks for any certificate

  1. Model number. Does it list the exact model you are buying? A different model or “series” wording needs an explanation.
  2. Applicant / manufacturer. Who is named? Make sure the chain from that company to your supplier makes sense.
  3. Standards and dates. Are the standards current versions? Is there a test report number you can request?
  4. Scope. Voltage version, power, plug type – for example a 220–240V certificate does not cover a 110V version.
  5. The full test report. Ask for it. A one-page certificate without the report behind it tells you little.

Example: how we disclose ours

On LilioBeauty product pages, model-specific documents are listed only where we hold the original:

  • LL1018: CE-EMC (KTi250209E107C), RoHS (KTi250209R109C) and FCC Part 15B SDoC (report KTi250209F108), issued in February 2025.
  • LL8014: CE-EMC (TBC-C-202305-0211-3).
  • SQ0201: CB test certificate (CN61131), CE-EMC verification (GTS2023070271EV1) and IEC 60335-2-23 test report (WST23N080340-1SR), for the 220–240V version.

These documents were issued to our shareholding factory. For other models, documentation is available on request. Tell us your target market so we can check what exists.
